Step(3) it will fail to activate so press back then back again you should now see the play cities XL. Un-check box and exit out. Step(4) disable antivirus i know sounds dodgy but its the only way don’t worry its just a false positive.

Once disabled move the contents of the crack folder to cities XL install path. Step(5) enable antivirus go to your antivirus advanced settings then to exceptions, browse files and find your cities XL folder go to the newly copied exe.

And add as an exception if you fail to do this step it will not let you use the exe. Unless the antivirus is off.
